According to statistics released by the Minnesota Department of Health, 292 confirmed new cases of HIV were reported in Minnesota during 2011. The 292 new cases represent a 12 percent decline from 2010 and are the lowest number of new cases seen since 2003. The Minnesota AIDS Project, the leading source for HIV information and services in Minnesota, believes that this data demonstrates that HIV prevention and education methods are effectively reaching target populations of individuals at the greatest risk of transmission.

Governor Mark Dayton recently signed the Omnibus Health and Human Services (HHS) bill surrounded by a Bipartisan group of elected officials. One of the biggest victories in the bill is the lifting of the working restrictions ban on Medicaid. The lifting of the ban is significant because it will allow people to make more than $681 a month and maintain their Medicaid. The HHS bill includes the following:

The state legislature voted to approve the photo ID constitutional amendment on Wednesday, the amendment will be on the ballot on November 6. The Minnesota AIDS Project (MAP) has prioritized voter engagement, registration and education, for many years. As a 501(c) (3) nonprofit MAP is allowed and encouraged to register people to vote (specifically the HIV community) and educate them about the process. MAP believes that it is extremely important for the HIV community to be educated and engaged with civic engagement; including voting, being involved with the census, and advocating with elected officials after the election. The decisions made by elected officials (local, state, and federal) directly impact public health, HIV prevention and care in Minnesota.
Here are some of the specific reasons why MAP is opposed to the voter photo ID constitutional amendment:
- No details provided on which government photo IDs would be valid, and if they would need a current address. Many people living with HIV are highly mobile and may not have their current address on their ID.

On March 26 the Supreme Court began hearing challenges to the constitutionality of the Affordable Care Act which was passed in March of 2010. After three days of animated testimony and discussion, the court will now deliberate on their decision. At the core of the discussion is whether or not the individual mandate, which would require citizens to purchase healthcare or face a fine, is constitutional. Stay tuned for a decision to be issued in late June.
