Welcome to the December edition of the MAP AIDSLine Update!

Introduction

World AIDS Day 2006 is upon us and it’s an opportunity to take stock of what has transpired to date and the magnitude of what will be required ahead.

This data was obtained from UNAIDS, Centers for Disease for Control, and Minnesota Department of Health.

  • Since 1981, 65 million people worldwide have been infected with HIV.
  • 11,233 people per day became infected in 2005, including 1,500 children.
  • Approximately 1 million people are living with HIV in the U.S. and one-fourth of them are unaware of their status.
  • There are 40,000 new infections each year in the U.S.
  • Minnesota has reported over 7,800 cases; currently there are 5,200 people living with HIV.
  • In 2005, Minnesota had 304 new reported cases of HIV or 1 case per 29-hour period.

Comprehensive programs are needed to address both treatment and prevention needs in our population locally, nationally and globally.

HIV Treatment? $618,900 Please

A major study appeared in the November issue of Medical Care that projected the life expectancy of individuals starting appropriate care and who remain in optimal HIV care to be 24.2 years. This compared to an HIV-infected adult who was without symptoms in 1993 who had a life expectancy of 6.8 years. The cost of treatment during this period is estimated to be more than $600,000, of which 70% will be for antiretroviral medications. This compares to only 14% of expenditures for medications in 1993. The authors of the study concluded that effective drug regimens have substantially improved survival and also overall lifetime cost of treatment in the US.

One goal of the study was to provide policy makers with guidance so that appropriate funding levels are allocated for HIV services and prevention. Says lead author Bruce Schackman, Ph.D, Chief of the Division of Health Policy in the Department of Public Health at Weill Cornell Medical College, "If they rely on outdated cost information, treatment programs will be under-funded and the economic value of HIV prevention will be understated."

HIV Community Bulletin Board

Below are announcements submitted by HIV service organizations that are of general interest to Minnesota's HIV community. Email Bulletin Board announcements to the MAP AIDSLine by the 25th of each month for publication the following month.

PrideAlive is offering free HIV testing by appointment only in December at the Minnesota AIDS Project office, 1400 Park Ave, Minneapolis. The test is quick and painless, with no blood or needles. Results come back in one week. To schedule your appointment or for more information on this and other PrideAlive events, email pridealive@mnaidsproject.org or call 612-373-9165.

Minnesota AIDS Project (MAP) Legal Services

Legal clinics at HCMC are available only for individuals receiving medical care through HCMC. These are held the first Monday of each month starting at 3 p.m. Clinics at MAP's offices are for all other immigrants with HIV-related issues on the 2nd and 3rd Tuesday of each month starting at 3 p.m. Clinics at the Immigrant Law Center are for those people with HIV-related immigration issues who reside in the East Metro or southern Minnesota counties. These are held the third Friday of each month with appointments at 10 and 11 a.m. plus 1 and 2 p.m.

Consultations for all three locations are by appointment only. Contact Dan Kelly at 612-373-2426 for an intake and to schedule an appointment for all three locations.

Immigration clinics in December are as follows: The HCMC Clinic is December 4; MAP Clinics are December 12 and 19; Immigrant Law Center Clinics are December 15.

Aliveness Project has volunteer opportunities for its holiday basket program. A particular need is for people to “Adopt a Basket” and shop to fill the needs of the recipient/s. To find out more information call Monica at 612-822-7946 X206 or visit Aliveness.

MAP AIDSLine has created a list of agencies that are providing holiday-related services starting around Thanksgiving. Contact the MAP AIDSLine for more information at 612-373-2437 or 800-248-2437.

Minnesota AIDS Project (MAP) Quick Connect Program is for individuals living with HIV who are not connected to HIV services, including medical care. Whether someone is newly diagnosed, recently moved and needs to connect to services in a new location, needs to reconnect to care, or needs additional services, Quick Connect can help. Individuals may have an appointment either in-person or by phone. The appointment lasts about an hour. To schedule an appointment, contact the MAP AIDSLine at 612-373-2437 or TTY  612-373-2465. Interpretation services are available.

MAP Commemorates World AIDS Day

Minnesota AIDS Project (MAP) is partnering with Intermedia Arts to present “Am I/Are You?,” a multi-media installation. The exhibition contains 50 photographic portraits that challenge the viewer to determine which 25 of the 50 are HIV-positive. Remembrance ceremony from 12:30 to 1:30 p.m. at Intermedia Arts, 2822 Lyndale Ave S, Minneapolis. Reception and discussion with the photographer, Justin Thai and MAP Executive Director, Lorraine Teel from 6:30 to 9 p.m. For additional information, call Andy at 612-373-2466.

MAP Duluth Office Collaborates For World AIDS Day

Map Duluth Office is working with other area agencies and Harbor City International School to present an evening of HIV information, drama, musical numbers and open mic. The evening begins at 6:30 p.m. at the school at 332 W Michigan St, Duluth. More information is available by calling Ann at 218-722-7574 X310.

MAP St. Cloud Office On the Air for World AIDS Day

Representatives from both MAP and the American Red Cross will be discussing HIV prevention and HIV services available in central Minnesota on Radio WJON 1240 AM from 9 to 10 a.m.

The Red Door Clinic is partnering with Metropolitan Community Church in offering free testing at 3100 Park Ave S, Minneapolis from Noon to 4 p.m. For more information call 612-348-7414.

RAAN  Hosts World AIDS Day Service of Remembrance

Rural Aids Action Network (RAAN) Alexandria Office is hosting a Service of Remembrance to commemorate World AIDS Day. The candlelight service is at 5:30 p.m. at the Congregational UCC Church, 221 7th Ave W, Alexandria. For further information call the church at 320-763-3341.

HIV Planning Council Community Voice Committee

The Community Voice Committee is the arm of the HIV Planning Council that represents people living with HIV. It discusses how federal money should be spent to improve the lives of people living with HIV in Minnesota. Meetings are the first Tuesday of the month at 10 a.m. at Harriet Tubman Center, 3111 1st Ave S, Minneapolis. African World AIDS Day Event

Be part of the 3rd Annual African World AIDS Day at the Paul and Sheila Wellstone Center, 179 Robie St E, St. Paul. Safer Zone

Consider enrolling in the next Safer Zone presented by PrideAlive. Build some skills to negotiate safer sex and make it more fun. Safer Zone is for a group of 8-10 Bi or Gay guys like you who are ready for open discussion about HIV prevention. Safer Zone is 1 to 6 p.m. at the MAP offices at 1400 Park Ave, Minneapolis. PrideAlive will feed you and supply you with tasks and tools to walk away feeling a little more empowered. Minnesota HIV Services Planning Council Meeting

The Planning Council establishes program and service priorities that help determine how Ryan White funding will be used statewide. The Planning Council seeks membership from communities affected and infected with HIV, and meetings are open to the public. The full planning council meets on the second Tuesday of each month from 9 a.m. to noon at Plymouth Congregational Church in Minneapolis. Case Management Program Update
(As of  November 25)

This is a list of Minnesota HIV case management programs and information regarding openings for new clients. Access Works Prevention Case Management—Minneapolis—Openings for new clients. Targets current or former injection drug users who are at high risk for contracting or transmitting HIV and/or Hepatitis C.

Aliveness Project Prevention Case Management—Minneapolis—Openings for new clients. Targets HIV+ MSM who also have mental illness or chemical abuse issues. Individuals must become members of the Aliveness Project.

Clinic 42—Minneapolis—Openings for new clients with 1-month wait list.

HealthPartners Specialty Center—St. Paul—Openings for new clients with 6-month wait list; 12-month wait list for patients not receiving medical care at HealthPartners. Some social services can be provided while clients are on the wait list.

Hennepin County Medical Center—Minneapolis—Openings with 2- to 3-week wait for Transitional Case Management. Permanent case management has 10- to 12-month wait list. Clients who speak Oromo, Amharic, or Somali are now subject to the same wait list as other individuals. Immediate openings for women who are pregnant. Priority given to HCMC clinic patients.

Indigenous Peoples Task Force—Openings for new clients in both the Minneapolis and Brainerd offices.

Mayo Clinic—Rochester—Closed for new clients. Will take someone in crisis.

Minneapolis Urban League—Openings for new clients.

Minnesota AIDS Project—All offices have openings for new clients including: Twin Cities Metro, Duluth and St. Cloud.

Rural AIDS Action Network (RAAN)—All RAAN sites have openings for new clients. This includes: Alexandria, Bemidji, Hibbing, Mankato, Pipestone and Willow River. Care advocacy is available for individuals who live outside the case management regions.

Turning Point—Minneapolis—Openings for new clients.

Youth and AIDS Projects (YAP)—Minneapolis—Openings for new clients.

Veterans Administration (VA) Medical Center—Minneapolis—Openings for new clients. Must be a U.S. veteran.

Westside Community Health Services—Openings for new clients. Priority given to Spanish-speaking clients and WSCHS patients.
