Minnesota Update: MAP Public Policy Community Meetings in Duluth and St. Cloud

MAP public policy has been meeting with advocates in Greater Minnesota during the month of August. On August 8 and August 13, advocates from Duluth and St. Cloud met with MAP public policy staff. This year, local legislators were invited to attend the community meetings to hear from their constituents. Representative Tom Huntley, chair of the Health Committee, attended the Duluth meeting and Representative Larry Haws attended the St. Cloud meeting.

The community meetings serve as a way for MAP public policy to hear about HIV issues across the state. The information shared during the meetings assist with the development of the coming legislative action agenda.

Minnesota Update: Health Care Access Commission Update

The Minnesota legislature has a committee dedicated to working on health care access and policy. They have been meeting throughout the summer months to discuss such topics as cost containment, insurance reform, and single payer options. The decisions made by the Health Care Access Commission will likely increase access to care for persons living with HIV. MAP public policy will be monitoring these developments now and during the 2008 legislative session.

Minnesota Update: Commissioner of Health Dianne Mandernach Resigns

On Tuesday, August 21, Commissioner Dianne Mandernach sent an email announcing her resignation from her position as Health Commissioner. Her last day will be October 2. She was appointed Minnesota Commissioner of Health by Governor Tim Pawlenty on February 3, 2003. She was reappointed on January 2, 2007.

The Commissioner of Health is responsible for directing the Minnesota Department of Health (MDH). MDH is the state’s lead public health agency, responsible for protecting, maintaining and improving the health of all Minnesotans, and includes HIV prevention and services. The Minnesota AIDS Project will closely monitor the process to find Commissioner Mandernach’s replacement.

Federal Update: 2008 Ryan White Program Funding Appropriations

The Ryan White Program funding is being evaluated in Congress through the 2008 appropriations process. As of right now, the House version includes much-needed increases to the program. However, the Senate version flat funds key parts of the program. The House and Senate versions will be compared in a conference committee process. During this process, the Ryan White Program funding will be finalized for fiscal year 2008. Stay tuned for future updates.

Announcement: Join Minnesota Teens for AIDS Prevention in the 2007-08 School Year

Are you between the ages of 13 and 18? Do you care about HIV prevention? Do you want schools in Minnesota to offer comprehensive sex education? If you answered yes to these questions, you should become a member of Minnesota Teens for AIDS Prevention (MN-TAP). Past MN-TAP members have accomplished the following:

  • Produced a community forum on comprehensive sex education
  • Produced a documentary on comprehensive sex education
  • Lobbied elected officials at the state Capitol
  • Volunteered at the Minnesota AIDS Walk
  • Attended a national conference on sex education in Washington, D.C.

If you are interested in applying to be a member of the 2007-2008 MN-TAP program contact Kate Nelson at the Minnesota AIDS Project. The 2007-2008 program year will begin in early October.
