In this edition of the MAP Advocate you will have the opportunity to read about the prominent bills moving through Congress. Federal Update: HIV Legislation Moving in Congress

PATHWAYS ACT “Protection Against Transmission of HIV for Women and Youth Act of 2007”
Protection Against Transmission of HIV for Women and Youth Act of 2007 - States that it shall be U.S. policy to: (1) pursue a global HIV prevention strategy that emphasizes the needs of married and unmarried women and girls and addresses the factors that lead to gender disparities in HIV infection rates; and (2) balance funding for HIV prevention methods. This legislation has not been introduced in the U.S. Senate yet.

Microbicide Development Act
Microbicide Development Act - Amends the Public Health Service Act to require the Director of the Office of AIDS Research to: (1) expedite the implementation of the federal strategic plan for the conduct and support of microbicide research and development; and (2) expand, intensify, and coordinate all activities with respect to research and development of microbicides to prevent the transmission of HIV and other sexually transmitted diseases.

REAL Act (Responsible Education about Life)
Responsible Education About Life Act - Requires the Secretary of Health and Human Services to make grants to states for family life education, including education on abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases.

Helping Fill the Medicare Rx Gap Act of 2007
To include costs incurred by the Indian Health Service, a federally qualified health center, an AIDS drug assistance program, certain hospitals, or a pharmaceutical manufacturer patient assistance program in providing prescription drugs toward the annual out of pocket threshold under part D of title XVIII of the Social Security Act and to provide a safe harbor for assistance provided under a pharmaceutical manufacturer patient assistance program.

ETHA (Early Treatment for HIV Act)
Early Treatment for HIV Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to give states the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides states taking advantage of this option with an enhanced federal Medicaid match. This legislation has not been introduced in the U.S. House of Representatives yet.

African Health Capacity Investment Act of 2007
African Health Capacity Investment Act of 2007 - Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance, including through international or nongovernmental organizations, for programs to improve human health care capacity in sub-Saharan Africa. This legislation has not been introduced in the U.S. House of Representatives yet.
