Minnesota Update: AIDSLine Funding Legislation
The AIDSLine legislation has been included in the Senate Health Omnibus bill at the $320,000 requested and the House Health Omnibus bill at a reduced appropriation of $160,000 for the biennium (every two years). This is very good news, however, there are still quite a few steps left in this process, including two floor votes, conference committee, and the Governor.

Call Senator Linda Berglin [DFL-MPLS] and thank her for including full funding for the AIDSLine in the Senate Health Omnibus bill.

Minnesota Update: HIV Prevention Targeting African-Born Communities Legislation
The HIV prevention legislation targeting African-Born communities received a favorable hearing in the House, and was included in the House Health Omnibus bill. It did not receive a hearing in the Senate. This legislation still has a chance to advance in conference committee.

Minnesota Update: Comprehensive Sex Education Legislation
The Comprehensive Sex Education legislation was included, for the first time, in the House K-12 Education Finance Omnibus bill. The Omnibus bill did not initially include an “opt-in” provision. However, during the K-12 Education Finance hearing on the Omnibus bill the “opt-in” language was amended, again, to the bill. The Sex Ed for Life (SEFL) coalition does not support this language and will work to remedy this provision in the bill. Both the House and the Senate did not include funding for the regional training sites in the Education Finance bills. This bill is still moving forward. Stay tuned for future updates.
The Sex Ed for Life Coalition, which MAP co-convenes with the Minnesota Organization on Adolescent Pregnancy Prevention and Parenting (MOAPPP), is advancing this legislation.

Sex Ed For Life Youth Lobby Day Update
On Wednesday, March 28, over 70 youth advocates from SEFL member organizations met with their legislators to support comprehensive sex education. It was a great day! People from across the state were at the Capitol to show their support for responsible, medically accurate sex education.
Opt-In Definition: Would require school districts to receive prior written consent from the pupil’s parent or guardian before offering education curriculums.
Opt-Out Definition: Does not require prior written consent for students to participate in classroom curriculum. However, parents and guardians may excuse their child from all or part of education curriculum.
