Conference committee deliberations on the Emergency Health Powers Act continue. A major difference to be ironed out is whether or not to accept a provision in the House bill allowing for isolation and quarantine. The Senate bill does not include this proposal, and it emphasizes convening a study group to develop a detailed plan for the Legislature to consider next year to respond to bioterrorism.
MAP opposes the House isolation and quarantine provision. Had this been in place at the beginning of the HIV epidemic, the Department of Health would have been able to quarantine people with HIV.
MAP supports the Senate's study proposal. Let the conference committee co-chairs and the commissioner of health know where you stand on the Emergency Health Powers Act.

Sen. Julie Sabo [D-Mpls] and Reps. Jim Davnie [D-Mpls] and Scott Dibble [D-Mpls] are recipients of the 2002 MAP Hanson-Henningson Award for legislative leadership.
Sabo and Davnie co-authored a bill reinstating comprehensive sexual health education as the curriculum standard for HIV and STD education in schools, and they led opposition to abstinence-only and marriage promotion curricula.
Rep. Dibble distinguished himself as the "HIV watchdog" in the Minnesota House. A great partner in Map's advocacy efforts, Dibble weighed-in with questions or the voice of opposition in response to efforts to weaken the minors consent law, block domestic partner benefits for state employees, and promote unreasonable expansion of emergency health threat authority.
