Federal Update: President Bush Signs Ryan White CARE Act Reauthorization

Thank you to everyone who called President Bush, Senator Harry Reid, and Representative Dennis Hastert! Your calls and comments were essential to the reauthorization of the Ryan White CARE Act.

Congress worked together before the end of 2006 to pass the Ryan White CARE Act reauthorization and President Bush signed it into law on Tuesday, December 19. The CARE Act provides essential care and treatment to an estimated 500,000 people living with HIV who are uninsured, underinsured, and/or not eligible for other government health programs. The program was last reauthorized in 2000. Passage of the bill is the culmination of more than two years of extensive negotiations led by a bipartisan House and Senate working group. On December 5, the Senate voted unanimously to pass the bill, which was amended to ensure that formula-funding awards would not fall below 95% of 2006 award amounts. The compromise also calls for a repeal of the Ryan White HIV/AIDS Treatment Act after three years, instead of the traditional five-year reauthorization. At that time, we would anticipate a great deal of debate on how a newly developed CARE Act would meet the needs of over a half-million Americans living with HIV.

Minnesota Update: 2007 Legislative Session Starts on January 3

The 85th Legislature will convene on January 3, 2007 for the 2007-08 biennium. The Minnesota AIDS Project public policy department will be working with legislators to pass effective HIV policy. Stay tuned to the MAP Advocate for updates on the progress at the Capitol.

Announcement: Congresswoman Betty McCollum Speaks Out on World AIDS Day

Congresswoman Betty McCollum, Representative from Minnesota’s 4th District, released a statement in observance of World AIDS Day on December 1. Congresswoman McCollum is a very strong HIV advocate on the national level. She is a co-author of the Microbicides Legislation, which would “amend the Public Health Service Act with respect to facilitating the development of microbicides for preventing transmission of HIV” (H.R. 3854). The Minnesota AIDS Project commends Congresswoman McCollum for her continued support of honest HIV prevention.

The Gift of Hope Holiday CD

Minnesota AIDS Project has received a most generous donation of 1,000 holiday music CDs produced by McNally Smith College of Music in St. Paul. The Gift of Hope features performances by McNally Smith students and faculty including college founders Jack McNally and Doug Smith, both guitarists.
