Walk Your Talk: Call Senator Harry Reid and Ask Him to Pass the Ryan White CARE Act Reauthorization
The Ryan White CARE Act reauthorization needs to be passed in the U.S. Senate. Recently, staff members of the Senate Health, Education, Labor and Pensions Committee made a final proposal for passage of the CARE Act. The proposal is intended to stabilize the distribution of CARE Act formula funding for three years and help ensure the necessary funding for the delivery of HIV services to individuals who are currently not being served. If Congress fails to act before adjournment, many of our citizens will lose life saving medical care, drug treatment and the support services necessary for them to lead healthy, productive lives.
Take Action: Call U.S. Senator Harry Reid (D-NV) and urge him to do the following:
“Senator Reid please support the 3 year Ryan White CARE Act reauthorization immediately and ask your colleagues to allow the 3-year version of the bill to move under unanimous consent rules.”

Federal Update: Ryan White CARE Act Reauthorization Update
The Ryan White Comprehensive AIDS Resource Emergency (CARE) Act reauthorization, which was supposed to take place at the end of fiscal year 2005, is close to being passed. The U.S. House has approved a version of the reauthorization and now the Senate has an opportunity to pass it before the end of 2006. You can help put pressure on Congress to pass the CARE Act by calling Senator Harry Reid (D-NV) as noted in the “Walk Your Talk” section of this MAP Advocate.
The CARE provides essential care and treatment to people living with HIV who are uninsured, underinsured, and/or not eligible for other government health programs. The Minnesota AIDS Project recognizes that when the Ryan White Care Act is ultimately reauthorized, changes in the funding formula will result in some areas receiving more dollars and other areas receiving fewer dollars, but is hopeful that this critical legislation will advance during the “Lame Duck” session. MAP has signed on to a letter urging the Senate to pass the Ryan White HIV/AIDS Treatment Modernization Act. Read the letter.

Minnesota Update: 2007 House and Senate Committee Chairs Announced
The Minnesota House and Senate have released the proposed 2007 committee structure and chairs. Due to the 2006 election, there have been many changes in the structure of committees. One big change is that Democrats will now chair the Committees in the House. MAP is very pleased to see that Representative Paul Thissen (DFL-Minneapolis) will be the chair of the House Health Care and Human Services committee. Rep. Thissen is a strong supporter of MAP and is a former Hanson-Henningson Award winner.

Science vs. Ideology: Center for Public Integrity Releases Investigation Findings of PEPFAR Program
On Thursday, November 30 the Center for Public Integrity released their findings on a yearlong investigation in to the President’s Emergency Plan for AIDS Relief (PEPFAR), titled “Divine Intervention”. PEPFAR is a $15 billion dollar effort intended to provide care, treatment, and prevention of HIV abroad. The Center for Public Integrity examined the policies, politics and goals of PEPFAR and how it affected the countries it is supposed to serve. The findings are not favorable to the administration and include appropriate critiques of the practice of replacing facts and scientific findings with ideology.
