Medical Assistance for Employed Persons with Disabilities (MA–EPD)

Medical Assistance for Employed Persons with Disabilities (MA–EPD) is a work incentive program which allows working people with disabilities to qualify for Medical Assistance (MA) under higher income and asset limits than standard MA. People enrolled in MA–EPD have access to the same health care services as regular MA. People on MA–EPD must pay a premium, which is based on earned and unearned income. The minimum premium is $35. To estimate what your premium would be you can use the MA–EPD premium estimator on the Minnesota Department of Human Services website.

Eligibility

In order to be eligible for MA–EPD, a person must be between the ages of 16 and 65, have monthly earnings from employment of over $65 per month and assets under $20,000. There is no upward income limit for MA–EPD. In order to qualify a person must pay Medicare and Social Security taxes on their earned income.

People who are eligible for both Medicare and MA–EPD with incomes below 200% of the federal poverty guidelines ($1,835/month in 2011 for a single person) are eligible to have their Medicare Part B premiums paid for on their behalf. People on MA–EPD and Medicare are also automatically eligible for Extra Help with their Medicare Part D costs.

How to Apply

MA–EPD is administered by county human services offices. Individuals can apply in person at the nearest County Human Services Department, download and print applications from the Minnesota Department of Human Services website or request an application from the Minnesota Department of Human Services at:

MA–EPD enrollees must reapply every six months and must report changes in income, assets or household composition as they occur.
